Licenses for Academic Health Professions

Without a license, doctors, dentists, pharmacists, and psychotherapists are not permitted to practice their profession.

The Landesamt für Soziales, Jugend und Versorgung (State Office for Social Affairs, Youth, and Care, – LSJV –) is responsible for granting licenses to these professional groups and verifies whether the requirements are being met. Applicants must provide proof of completion of the required training and meet the personal eligibility criteria.

The training may have been completed in Germany or abroad.

In certain cases, temporary and limited practice of the profession is also possible with a temporary professional license.

Consultation services regarding recognition procedures

Before submitting an application from abroad, consultation with the Central Service Office for Professional Recognition (Zentrale Servicestelle Berufsanerkennung – ZSBA) is mandatory. There, you will receive guidance on the licensing process and in-depth advice on selecting a location (federal state). The ZSBA advises and supports you throughout the entire recognition process and relieves the relevant authorities of their advisory duties. The service is free of charge. The consultation is conducted in a state-neutral manner and according to established criteria. 

Subsequently, the ZSBA can issue a location note that is accepted by the Landesamt für Soziales, Jugend und Versorgung (State Office for Social Affairs, Youth, and Care, – LSJV –) as proof of local jurisdiction. 

Information on the now-required online registration
In order for the ZSBA to provide advice and support regarding the recognition process, you must register with the Federal Employment Agency (Bundesagentur für Arbeit) and create a profile. Please use this link: www.arbeitsagentur.de/int/de/beratung-unterstuetzung#termin.

The advisors will answer your questions regarding jurisdiction, application procedures, and qualification measures if you are a physician, dentist, or pharmacist who completed training abroad and require a license to practice and/or a temporary professional license (permission to temporarily practice the medical, dental, or pharmaceutical profession).

Proof of the required German language proficiency is generally considered to have been provided if the applicant

  • has completed at least ten years of general education at a German-language school or
  • has completed at least three years of vocational training in the German language,
  • is fluent in spoken and written German (e.g. as a native language) or
  • has completed medical, dental, pharmaceutical, or psychotherapeutic training (certificate of training) in the German language,
  • has proof of the German language proficiency required for professional practice (specialized language exam, no older than three years).
